VICTORIA COUNTY MUNICIPAL COUNCIL
May 7, 2001

 
 A meeting of Victoria County Municipal Council was held at the Court House, Baddeck, on Monday, May 7, 2001, beginning at 5:30 p.m. with Warden Gerald Sampson in the Chair.

 Present were:

District #1 – Dan E. MacNeil
District #2 – Shane Toms
District #3 – Bruce Morrison, Deputy Warden
District #4 – John Graham MacInnes
District #5 – Gerald Sampson, Warden
District #6 – Lawrence Barron
District #7 – Wayne Budge

CALL TO ORDER

 Warden Sampson called the meeting to order.

AGENDA

 The agenda was presented for approval.

 It was moved by Councillor MacInnes, seconded by Councillor MacLellan, that the agenda be accepted as presented.  Motion carried.

SET TIME TO ADJOURN

 It was moved by Deputy Warden Morrison, seconded by Councillor Toms, that the time for adjournment be set at 7:00 p.m.  Motion carried.

RESOLUTION

 A resolution regarding the oyster fishery in waters adjacent to and around the Municipality was presented for approval.  (copy attached)

 It was moved by Councillor MacNeil, seconded by Councillor MacLellan, that this resolution be adopted and letters be forwarded to the Honourable Herb Dhaliwal, Minister of Fisheries and Oceans, and the Chris Jones, Department of Fisheries and Oceans, expressing Council’s concerns on behalf of the residents of the Municipality of the County of Victoria respecting the oyster fishery.  Motion carried.

ROAD NAME CHANGES – RARE EARTH VENTURES INC.

 Approval has been received from both the Rural Cape Breton District Planning Commission and the Department of Transportation and Public Works for the following road names located within the Rare Earth Venture Inc. Subdivision, Baddeck Inlet:
· Mersey Road
· Wadden Cove Road
· Leaning Pine Hill Road
· Smith Road

It was moved by Councillor MacInnes, seconded by Councillor Toms, that the Municipality of the County of Victoria approve the road names for Rare Earth Venture Inc.   Motion carried.

REGIONAL UNSM MEETING

 The Regional Meeting of the Union of Nova Scotia Municipalities will be held at the Indian Brook Fire Hall, Indian Brook, on Thursday, June 7, 2001, beginning at 10:30 a.m.

NEW BUSINESS/DISTRICT CONCERNS

Chief Officers Committee

 Three invoices were presented for payment from the Chief Officers Committee.

Discussion took place on the cylinder-charging panel for the two air compressors in the Municipality.  This was previously approved at a cost of $1,550 each, for a total of $3,100.00.  The Chief Officers Committee is to be advised of this approval.

District #2

 It was moved by Councillor Toms, seconded by Deputy Warden Morrison, that a letter be forwarded to the Honourable Ronald Russell, Minister of Transportation and Public Works, with a copy to Ken MacAskill, MLA,  requesting

he reply to Council’s previous letter concerning the Church Cross Bridge, Middle River.   Motion carried.

District #6

 Councillor Barron brought up the issue of setting up a non-smoking policy for the Municipality.

 Brian Trask indicated that a meeting will be set up with Solicitor Pickup to review policy and by-laws.  Solicitor Pickup has previously been requested to look into a non-smoking by-law for the Municipality.

District #4

 Councillor MacInnes indicated that a pilot project has been instituted in the jurisdiction of the District #7 and #8 Health Authority for a single-entry system for homes in the Cape Breton Region.  This system is resulting in beds not being filled as quickly as previously filled and is posing a financial burden to homes in our County.

 It was moved by Councillor MacInnes, seconded by Councillor MacNeil, that a letter be forwarded to the Honourable Jamie Muir, Minister of Health, requesting that his department speed up the single-entry system for admittance to homes, as it is negatively impacting the financial well-being of our homes, as well as creating a competition between homes and hospitals, and further request that a representative from his department come to Victoria County to discuss this matter.  Motion carried.

District #3

 It was moved by Deputy Warden Morrison, seconded by Councillor MacInnes, that a letter be forwarded to Bruce Fitzner, District Director, with a copy to Charlie MacDonald, Area Manager, Department of Transportation and Public Works, questioning if there are any plans for paving within the Village of Baddeck and requesting that they review, in particular, the condition of MacLeod Street and High Street, and place them on their priority list for repaving.  Motion carried.

District #5

 Warden Sampson advised that he received a letter for Mayor Ann MacLean, New Glasgow, requesting the support of delegates attending the FCM Conference in Banff, Alberta, for her nomination as Third Vice-President of the Federation of Canadian Municipalities.

NEXT MEETING

 The next meeting of Victoria County Municipal Council will be held on Monday, May 14, 2001, at 5:30 p.m.

 Charlie Cook and Philip MacRae are to be invited to the next Council at which time certificates of recognition will be presented to them.
