VICTORIA COUNTY MUNICIPAL COUNCIL

February 10, 1998

 A meeting of the Victoria County Municipal Council was held at the Court House, Baddeck, on Tuesday, February 10, 1998, beginning at 5:00 p.m. with Warden John MacInnes in the Chair.

Present were:

District #2 - Shane Toms, Deputy Warden
District #3 - Bruce Morrison
District #4 - John G. MacInnes, Warden
District #5 - Gerald Sampson
District #6 - Lawrence Barron
District #7 - David Donovan
District #8 - Robert MacLellan

Also present were:

Brian Trask, CAO
Heather MacLean, Recording Secretary

CALL TO ORDER

Warden MacInnes called the meeting to order.

DAY OF WEEK MEETINGS TO BE HELD

Brian Trask questioned Council as to which day of the week was most convenient to hold meetings.

After discussion, it was decided that future meetings be held on Wednesday evenings on a trial basis.

The next Committee of the Whole meeting will be held on Wednesday, February 25, 1998, beginning at 5:00 p.m.

MARIAN MACDONALD, DIRECTOR OF COMMUNITY SERVICES

Courtesy of Council was extended to Marian MacDonald, Director of Community Services, who was in attendance to present an update on the transfer of responsibilities to the province effective April 1, 1998.

It was moved by Councillor Sampson, seconded by Councillor MacLellan, that a letter be forwarded to Marcella Roberts, Administrator, advising that we have received no official request in writing regarding the second exit to the parking area at Alderwood, and also requesting clarification on the mortgage. Motion carried.

IN CAMERA

The Council then moved to an In Camera session.

Council returned to regular session.

RECREATION/TOURISM

It was moved by Councillor Sampson, seconded by Councillor Morrison, to discontinue funding for the Victoria County Winter Games as they presently exist, as of this year. Motion carried.

It was moved by Councillor Barron, seconded by Councillor Morrison, to apply for funding to engage the services of an individual or corporation to develop, promote, and implement tourism in Victoria County. Motion carried.

COUNCIL

It was decided to hold a special session of Victoria County Municipal Council on Thursday, February 26, 1998, at which time Phil MacDonald, Strait-Highlands Regional Development Agency, and John Bain, Rural Cape Breton District Planning Commission, are invited to be in attendance to discuss their respective organizations.

CONFLICT

Councillor Morrison declared conflict at left the meeting at this time as discussions would be held on Home Care. His wife is the Agency Director of Victoria County Home Support Agency.

HOMECARE

It was moved by Councillor Barron, seconded by Deputy Warden Toms, that David MacIvor and Claire Nyiti, Department of Health be requested to attend a meeting on February 25, 1998, to discuss home care. Motion carried.

Councillor Morrison re-entered the meeting.

INFRASTRUCTURE PROGRAMS

Councillor Barron advised that both the Ingonish Beach Volunteer Fire Department and the Cabot Volunteer Fire Department are experiencing cash flow problems with their respective infrastructure projects. Both received 2/3's funding under the Canada/Nova Scotia Infrastructure Works Program.

It was moved by Councillor Barron, seconded by Councillor MacLellan, that the Municipality advance money for the Ingonish Beach and Cabot infrastructure projects up to a maximum of $20,000.00 per project until funding comes from ACOA.

Discussion took place on this motion.

Those voting in favor of the motion were Councillors Barron and MacLellan.

The remaining Council members voted against the motion.

Motion defeated.

There being no further business, on motion of Councillor Barron, the meeting adjourned.
