VICTORIA COUNTY MUNICIPAL COUNCIL

FEBRUARY 26, 1998

 A meeting of Victoria County Municipal Council was held at the Court House, Baddeck, on Thursday, February 26, 1998, beginning at 5:00 p.m. with Warden John G. MacInnes in the Chair.

Present were:

District #2 - Shane Toms, Deputy Warden
District #3 - Bruce Morrison
District #4 - John G. MacInnes, Warden
District #5 - Gerald Sampson
District #6 - Lawrence Barron
District #7 - David Donovan
District #8 - Robert MacLellan

Also present were:

Absent was:

District #1 - Gerald Yetman

CALL TO ORDER

Warden MacInnes called the meeting to order.

CORRESPONDENCE

1. Letter from Sgt. MacKenzie, Baddeck Detachment of the RCMP, in support of Council's request for the installation of traffic lights at the intersection of Chebucto St., Twining St., and Shore Road.

Letter from Rodney Chaisson, Manager, Nova Scotia Highland Village, in support of the Strait-Highlands Regional Development Agency.

Correspondence addressed to Calvin Hillier and Philip MacRae from Marilyn Guerney, Director, Maritime Command Museum, regarding the Ship's Bell - HMCS Baddeck.

It was moved by Councillor Sampson, seconded by Councillor Morrison, that a letter be forwarded to Calvin Hillier and Philip MacRae requesting that until permanent arrangements with regard to the ship's bell are made, the bell be returned to its original location at the Court House, Baddeck. Motion carried.

A copy of this letter is to be forwarded to executive members of the Baddeck Sea Cadets Corp.

Letter from Bruce Fitzner, District Director Eastern, Department of Transportation and Public Works, in reply to transportation issues and concerns raised by Council.

A request was received from Joe Duchesne, to appear before Council to discuss the establishment of a youth drop-in centre in the Baddeck area.

Victoria County has no involvement in the Youth Services Canada Project recently approved, therefore, it was felt there would be no purpose for Mr. Duchesne to appear before Council. Brian Trask will advise him to this effect.

RURAL CAPE BRETON DISTRICT PLANNING COMMISSION

Courtesy of Council was extended to John Bain, Director of the Rural Cape Breton District Planning Commission, who presented Council with an update on the District Planning Commission.

STRAIT-HIGHLANDS REGIONAL DEVELOPMENT AGENCY

Warden MacInnes extended the courtesy of Council to the following representatives from the Strait-Highlands Regional Development Agency.

Phil MacDonald, Executive Director

Francis Gillies, Development Officer

René Aucoin, Development Officer

Lisa Dobson, Development Officer

Catherine Anne Fuller, Development Officer

These staff members, along with Veronica MacDonald, Office Manager, form the complete RDA staff.

Mr. MacDonald then called upon each staff member present to advise on their responsibilities and areas of expertise they bring to the RDA.

Mr. MacDonald then called up Catherine Ann Fuller and René Aucoin to outline the benefits of Victoria County being involved with the RDA and update on the status of economic development within Victoria County. Mrs. Fuller and Mr. Aucoin presented Council with an overhead slide presentation on the RDA.

Mrs. Fuller updated Council on projects and meetings which have been held in Victoria County as a result of involvement with the RDA.

Warden MacInnes thanked the representatives from the RDA for their comprehensive presentation and they left at this time.

DISTRICT #2

It was moved by Deputy Warden Toms, seconded by Councillor Donovan, that the balance of the District #2 budget be awarded to the Middle River Recreation Association. Motion carried.

There being no further business, on motion of Councillor MacLellan, the meeting adjourned.
