A meeting of Victoria County Municipal Council was held at the Court House, Baddeck, on Thursday, September 14, 2000, beginning at 5:00 p.m.

CALL TO ORDER
Warden MacInnes called the meeting to order.
DISTRICT CONCERNS
District #3
It was moved by Councillor Morrison, seconded by Councillor Sampson, that a letter be forwarded to Paul Miller, Richard Cook and Darren Cameron, Nova Scotia Power Inc., expressing Council’s displeasure with the cuts to services and manpower in the Baddeck Field Office. Motion carried.
It was moved by Councillor Morrison, seconded by Councillor Sampson, that a letter be forwarded to the Department of Transportation in support of a 4-way stop sign at the intersection of Jones/Chebucto Street, Baddeck. Motion carried.

District #7
It was moved by Councillor Donovan, seconded by Councillor Morrison,
that the following grants be approved from the District #7 budget:
? 1st St. Andrew’s Scouts $500
? Neil’s Harbour Youth Centre $500
? St. Francis CWL $300
? St. Andrew’s Roof Committee $300
? St. John’s Hall $300
Motion carried.
Councillor Donovan brought up the matter of installing a waterline to service the White Point Lots. Seven lots have been sold and two residences have been constructed to date and will soon be ready for occupancy, with 4 more anticipated next year. A contractor was approached to give a cost estimate on installing a 2” line and the estimated cost was $10,000. Discussion took place on the matter.
It was moved by Councillor Donovan, seconded by Councillor Sampson, that the extension to the Neil’s Harbour/New Haven Waterline to the White Point lots at a cost of $10,000 be approved.
Whether a 2” line would be adequate for future expansion was discussed. It was felt it would be advisable to contact the Utility and Review Board to determine what is required.
Deputy Warden Yetman advised he was provided with a letter from a resident in his district that was received from the Honourable Angus MacIsaac, Minister of Housing and Municipal Affairs, indicating that the Province is currently negotiating a new infrastructure program with the Federal Government. All municipalities will be notified when the new Canada Infrastructure Program is announced. Deputy Warden Yetman suggested that Councillor Donovan’s request could come under this program.
It was moved by Councillor Donovan, seconded by Councillor Barron, that this matter lay on the table until further information is received. Motion carried.
Councillor Donovan will contact Lisa MacKinnon to obtain pertinent information from the Utility and Review Board.

Deputy Warden Yetman gave notice of motion that he would be bringing forwarded his list of capital works projects for District #1 to the next meeting.
District #5
It was moved by Councillor Sampson, seconded by Councillor Donovan, that a letter be forwarded to the Department of Transportation and Public Works requesting that road signs be posted indicating the community of “Ross Ferry” and that two signs be erected indicating Old Route 5. Motion carried.

APPROVAL OF MINUTES
It was moved by Councillor Sampson, seconded by Councillor Donovan, that the Council minutes of September 6, 2000 and the In Camera minutes of September 13 and September 14, 2000, be approved. Motion carried.
Councillor Donovan indicated that he had information regarding the fire departments and the Cape Breton Highlands National Park he would like to have Solicitor Pickup review.
Solicitor Pickup was extended a vote of thanks for his assistance in the past week and Brian Trask was extended a thank you for returning from his vacation to provide Council with necessary information.
